Senator Ellis moved and asked unanimous consent to take up                                                                      
SENATE CONCURRENT RESOLUTION NO. 24 Relating to                                                                                 
establishing a Joint Legislative Certificate of Need Task Force, which                                                          
had been held on the Secretary's desk (page 2671). Without objection,                                                           
the resolution was before the Senate on final passage.                                                                          
                                                                                                                                
Senator McGuire moved and asked unanimous consent to abstain from                                                               
voting due to a conflict of interest. Objections were heard and Senator                                                         
McGuire was required to vote.
